Turn it lock to lock, without holding on the lock. Keep the resevoir full. If it is noisy, then you have a noisy pump. Did you flush all the fluid after changing the bad hose?

If you have done all that correctly, you have a noisy pump.

after you flush the fluids and refill the reservoir, start the car and like nick says turn the steering wheel lock to lock, but when you do that keep the reservoir cap off, cause after bleeding the system you will need to get the fluid through the lines, you can tell cause after turning it lock to lock the level in teh reservoir will drop so youll have to top it off again...once the level doesnt drop any more put the cap back on, but yea if everything is done correctly and the pump still makes noise...you might have to swap the pump or live with a noisy one
